Can someone tell me how to objects that are locked by users in Oracle 8i?

How to objects? That makes no sense.

That requires writing some complex scripting involving dba_kgllock, dba_lock, dba_lock_internal, dba_dml_locks, dba_ddl_locks, dba_waiters, and dba_blockers.

You can write your own, or use a script collection:
