2017-04-09 02:48:21.824000 -04:00

I could also see the below entry in the listener log file during the issue.
CODE
<msg time='2017-04-07T03:40:48.419-04:00' org_id='oracle' comp_id='tnslsnr'
type='UNKNOWN' level='16' host_id='sdspvl01.clorox.com'
host_addr='168.189.151.101'>
<txt>TNS-12518: TNS:listener could not hand off client connection
TNS-12547: TNS:lost contact
  TNS-12560: TNS:protocol adapter error
   TNS-00517: Lost contact
    Linux Error: 32: Broken pipe
</txt>

I read your note http://www.dba-oracle.com/t_ora_609_opiodr...known_ospid.htm
It is mentioned like below.

CODE
To remove a primary ORA-609 error, you should increase the values for INBOUND_CONNECT_TIMEOUT at both listener and server side sqlnet.ora file as a preventive measure. If the problem is due to connection timeouts, and increase in the following parameters should eliminate or reduce the occurrence of the ORA-609 error.

- Sqlnet.ora: SQLNET.INBOUND_CONNECT_TIMEOUT=180

This parameter is not set in sqlnet.ora file. Could you please confirm whether to add this parameter in the sqlnet.ora file?

Oracle -- 11.2.0.4.0
OS -- Linux
This is standalone database
